The second book, published in 2003 and entitled, growth & governance of Canadian universities: An insider’s view is by Howard C. Clark, formerly of UBC, the University of Guelph, and at the close of his career President of Dalhousie University. Duff and Berdahl were strong critics of Canadian university governance. Clark also criticizes the creation of numerous appeals processes within universities, whether relating to faculty, staff or students, which he maintains has led to a galloping legalism that is ultimately paralyzing.

Howard Charles Clark, FRSC FCIC (born 4 September 1929) is a Canadian chemist and university administrator. He is the author of Growth and Governance of Canadian Universities: An Insider's View (2003, ISBN 978-0-7748-1023-4). Born in Auckland, New Zealand, Clark was educated at Takapuna Grammar School and received a Bachelor of Science degree in 1951, a Master of Science degree in 1952, and a PhD in 1954 from the University of Auckland. He then received a second PhD in 1958 from University of Cambridge. From 1954 to 1955, he was a lecturer at the University of Auckland. Tracing the development of the university from the end of the Second World War, through the seismic changes in the 1960s and 70s, Clark argues that while the accomplishments of Canadian universities were remarkable during this period, they were ill prepared for the financial constraints of the 1980s and early 1990s.
